Staff Analysis of the Legislation

            HB 43 seeks to amend Subpart 3 of Part 1 of Article 16 of Chapter 2 of Title 20 of the O.C.G.A. relating to student records.

            It adds new Code Section 20-2-721 which permits both parents of a student, including a noncustodial parent, to pick up and drop off their child at school, unless in the case of a prohibitive court order or if parental rights have been terminated. A custodial parent may authorize a specific person to pick up or drop off such child, and a school shall be authorized to rely on such authorization to release such child to such specified person.
